Joshua Franklin for Loris City Council 2025

Keep Loris Charming

Mission

To build on Loris’s strong foundation by delivering transparent, responsive, and forward-thinking leadership. I am committed to engaging every voice, strengthening our community, and ensuring our city’s resources are invested where they matter most—into the safety, prosperity, and quality of life for every resident.

Approach

I believe our city government needs to be more open and responsive to all residents.

Everyone deserves clear, accurate, and reliable services.

I will work to protect the appeal of living in a small town.

I am committed to supporting the experienced leaders of our public and volunteer services.

Challenges

It’s challenging (or impossible) for working people and families to make it to the current city meetings. The meetings are too formal, and do not allow for much discussion in the time available. I want to engage my fellow citizens by being approachable and accountable in providing information. I will use social media and work with local media to make sure city happenings are communicated in plain English.

Our city’s meter and billing website has caused too many headaches, and I want to make it easier to access and understand. I will work to make the website more reliable and expand the availability of smart meters. I’ll also seek out state and federal programs to help reduce the cost burden for our community.

Loris is growing. More people are coming to Horry County, whether the city grows or not. I will work with the City, County, and Chamber of Commerce to protect the appeal of living in a small town. I support measures to help Loris take advantage of growth–so we benefit from new opportunities, not get overrun by them. I’ll make sure we support traffic and parking solutions that make it easy for everyone to reach all Loris businesses.

I will listen to our Police and Fire Departments and work to secure the resources they need to protect our community. I also want to make sure we have the resources to support the unincorporated areas of the county, not just within the city limits.

I will advocate for regular street and sidewalk maintenance, because safe roads and walkways are essential for everyone. To help address issues quickly, I support a “Find it, Fix it” system—so residents can easily report problems around the city and see them get fixed.

“Great communities aren’t built by chance—they are shaped by bold ideas and small acts by those willing to serve.”

About Me

As a proud resident of Loris for three years, I’ve had the joy of running our family’s coffee shop, bringing neighbors together over a cup of coffee and good conversation. My experience managing a small business and organizing local events has shown me the importance of community—and inspired me to serve on City Council.

Many of you know me from visiting Mattie Jane’s in Downtown Loris. I moved here three years ago to help my mother-in-law, Sherrie Keen, after she opened the bakery. The people of Loris and surrounding areas helped make us a success, but regularly voiced a desire for a place to hang out and build community.

At the beginning of this year, we closed down and remodeled, and reopened as the coffee shop. You voted us Business of the Year 2025 (thank you!) and it just makes our day, the number of people and groups who come in to talk, or work, or just enjoy the vibe.

My professional background is in IT, working as a business analyst and application developer for a university in St. Louis. I manage applications that support the entire student experience, from admissions to post-graduation outreach. I collaborate closely with department heads and managers to understand their needs, develop effective solutions, and prioritize projects—always balancing limited resources, government regulations, and tight deadlines. Previously, I held similar roles at Amazon, regional urgent care centers, and credit unions across Tennessee and Kentucky.

I want to bring this experience to help nurture the community of Loris, and keep what makes our small city charming.

Reach out to me by email or Facebook, and come in to Mattie Jane’s some evening to chat with me (no purchase necessary).
